Online media are only referring to harmful content to try to protect themselves. In “Western” cultures, originally, a lot of it has to do with the influence of Christianity and its attitude toward sexuality and nudity. Not to single out Christians, the reason why people tend to be more covered up in the Middle East (you don’t find many nudist beaches there) is due to Muslim culture. Basically, society is influenced greatly by religion. In the far East, for instance, communal bathing is common.
But the strange and worrying thing is that we gradually seem to be regressing in some ways from say the 1970s and it seems to be mainly to do with increased authoritarianism than people becoming more offended.
There are patterns of social norms that have strong affects. You will see topless women on pretty much all beaches around Europe. So why is it so rare to see it on UK beaches (where there are certainly no laws against being topless). I think it’s simply because it’s not the norm!
