Right now, we have this next to the logo:
The links on it are not fully up-to-date, but with the changes to the blog and the new main menu which remains visible on mobile devices, do we need the extra menu block too?

You have all the links below it it so probably not no.

It does seem to be redundant now. Taking it away will make for an inch less of scrolling for mobile users. It also means that mobile users will see an extra inch of “useful” content when they first land on each page.

A lot of them are, I’m transferring a few more every week.
I wanted to post 2 per day, but I just haven’t had time to do that consistently.

I’m not having 3 recent posts blocks on the same page. After all the discussion and debate about the other one near the top of the front page, I don’t want to remove that one.
